The Director of Payroll has overall responsibility for the administration and delivery of the Company's payroll processes and services. This role develops and controls all tasks necessary to accomplish the organization's payroll processing objectives, including managing relationships with internal and external auditors, taxing agencies and vendors. The Director of Payroll leads business improvements on the functionality of payroll systems in support of pay processes. Their decisions have a significant impact on the end results of the payroll processing. The Director of Payroll also assists with the development and execution of payroll strategies which includes making recommendations to senior management regarding procedural and system improvements. In addition, the Director of Payroll is responsible for ensuring all pay processes adhere to internal controls and regulatory pay practices.


PRINCIPLE RESPONSIBILITIES:

  • Establishes and maintains departmental policies, practices, and procedures. Ensures payroll services are processed in accordance with established policies and procedures along with all compliance requirements.
  • Ensures compliance with payroll laws and regulations at the state, federal, and local level.
  • Leads the payroll team to ensure payroll operations occur on time and accurately.
  • Responsible for corporate payroll strategy, planning and communication.
  • Management responsibilities include coaching, performance management, and development.
  • Oversees assigned project work, as well as the specific administration activities associated with the delivery of payroll services.
  • Supports and provides direction on payroll process system's setup, maintenance, upgrades and enhancements. Partners with IT to enhance and maintain payroll systems and configuration.
  • Oversees payroll team training on policies, procedures, and changes affecting payroll processing, includes determining effectiveness and driving changes to optimize payroll processing.
  • Drives continuous improvement throughout the payroll department that reduces process waste, increases productivity and improves service levels.
  • Ensures appropriate metrics are in place to measure and manage service levels, business risks and improve decision making.
  • Partners with the Accounting, Finance, Tax, HR and Legal teams to provide support, communication and accurate information as required or requested.
  • Responsible for auditing and processing month-end, quarter-end, and year-end taxes and reconciliations.
  • Operational responsibility for all aspects of payroll operations. This includes timely response and support to payroll inquiries from all employees throughout the organization.
  • Manages day to day activities for all aspects of the comprehensive payroll operation including, but not limited to, management of the vendor to oversee the appropriate production of all payroll processes.
  • Collaboratively works with cross functional leadership teams to represent the payroll function across Human Resources, Finance, IT and on strategic department and corporate initiatives.
  • Identifies change management activities and collaborates with various stakeholders for items related to payroll including but not limited to training, communications and support.
  • Performs other job-related duties as assigned.


QUALIFICATIONS:

  • Bachelor's degree in Human Resources, Business Management, or equivalent experience.
  • Minimum of 10 years of in-depth experience in payroll processing function (required).
  • Payroll management experience in multi-state environment
  • Experience with PeopleSoft or Oracle Payroll preferred
  • Experience managing both In-House and Outsourced payroll operations.
  • At least 5 years of experience performing a payroll function leadership role.
  • Demonstrated knowledge of relevant payroll laws and regulations.
  • Strong ethics and ability to maintain a high level of confidentiality.
  • Excellent written and verbal communication and interpersonal skills, including strong execution, and timely and thorough follow-through.
  • Ability to work independently, prioritize workload, utilize a wide degree of creativity and latitude to accomplish goals, understand business implications of decisions, and complete projects with minimal supervision.
  • Ability to think through payroll processes and propose technological solutions to save time, improve controls and improve service quality.
  • Ability to handle multiple tasks/projects and meet deadlines in a fast-paced environment.
  • Strong analytical, diagnostic, and problem-solving skills.
