Job Description:

Primary responsibility is accountability for day-to-day administration of the Natural Gas Cross-bore (CB) inspection program and oversight of the Isolated Steel (IS) replacement program for our client. Program Administrators will work closely with the Project Manager to ensure programs are kept on schedule and are meeting performance, budget, and compliance requirements. Program Administrators are responsible to maintain and review compliance records, program data, and contractor deliverables.

  • Responsible for administration of programs to ensure all applicable Federal and State codes as well as internal Gas Standards are met.
  • Responsible for evaluating contractor resources to perform CB work.
  • Manages programs to assure timely completion within compliance allowed ranges and oversees quality control of field inspection work and data accuracy.
  • Performs field audits on contractor inspection crews for the CB program to ensure compliance with standards and expectations and to help resolve issues as required.
  • Ensures all data to contractors for CB inspections are produced and distributed in a timely manner to the contractors, mainly using ESRI’s ArcGIS online tools.
  • Assures all inspection records are properly documented electronically.
  • Tracks IS program work and budgets given to gas operating districts to ensure completion.
  • Gives CB inspection related instruction and work direction to contractors.
  • Responsible for all billing associated with CB program contractors including reviewing and payment approvals.


  • Requires a high school degree or equivalent education.
  • Preference will be given to individuals with high education levels.
  • Requires 3-5 years’ experience in technical field or project/program management.
  • Requires a proficiency in Microsoft office and ESRI’s ArcGIS Online.
  • General background of GIS or CAD applications is desired with previous training and/or experience with GIS preferred.
  • Ability to build and maintain professional relationships administering programs with outside contractors.
  • Requires ability to read maps to determine location of system.
  • Ability to provide project management and training and work direction to other employees as needed.
