Job Description


  1. Decompose requirements to a software-design-ready state with achievable test verification, fully traceable from development through operational test following INCOSE standards; decomposition includes incorporating software design oriented thought processes
  2. Ensuring verification oriented results
  3. Design systems architecture artifacts (e.g. DoDAF views represented in Cameo) and lead the transition to software architecture components and views with an emphasis on modular, open architecture implementations
  4. Work in tool-based environment using JAMA, Confluence, Jira, Cameo and other Systems Engineering UML-based applications, as well as standard Microsoft Office suite; Provide Systems Engineering leadership, converting requirements to executable computer software items
  5. Provide Systems Engineering leadership in supporting test case, test procedure and test script development and execution
  6. Support Earned Value process through planning, execution and impact assessments to cost and schedule by identifying risks and presenting mitigation options
  7. Provide Systems Engineering leadership generating material for contract deliverables and customer reviews
  8. Other duties as required.


  • Bachelors’ of Science from an accredited college/university and a minimum of 8 years’ prior relevant experience or an addition of 5 years to overall experience (13 yrs+)
  • Master’s Degree w/ minimum of 6 years of prior relevant experience
  • Minimum 4 years’ Systems Engineering experience/ 8 years overall engineering experience
  • Design leadership experience in product design, development, test and delivery of a Department of Defense system
  • Proven technical depth in command and control systems for military missions with emphasis on fires control or other weapons related applications
  • Experience leading and executing Systems Engineering functions associated with establishing capability descriptions to functional allocation to establishing requirements at a system, down to the lowest component level
  • Experience as a Primary generator of DOD5000/JCIDS product artifacts including system specifications, software specifications, systems engineering plans, interface control and design documents and other material associated with the full product life cycle
  • Experience in software design principles especially related to Service Oriented Architectures (SOAs)/OSGI, documenting software architecture and design using UML, working with Java/J2EE technologies, Objected Oriented Analysis, Design and Programming, designing and building web services
  • Ability to Tailor and comply with INCOSE and CMMI inspired processes
  • Experience working with JAMA, Confluence, Jira, Cameo and other Systems Engineering UML-based applications, as well as standard Microsoft Office suite
  • Able to multi-task, self-assign work, and function in a dynamic, fast-paced environment.


  • Demonstrated strong performance as a technical leader working in a multi-contractor, on-site and virtual environment
  • Ability to convey technical designs, ideas and results to non-technical audiences and provide briefings to high-level government personnel
  • Participation/familiarization with Network Integration Evaluation (NIE) and Army Interoperability Center (AIC) evaluation events
  • Experience in User Interface development technologies, such as HTML5, NodeJS, AngularJS, etc.; Experience analyzing software architectures using CMU SEI approaches; Familiarity with VMF (and other Army communication standards)
  • Familiarity with MIL-STD-188-220; Experience in C++ and JNI
  • Good understanding of concurrency (C++ threading models and patterns)
  • Understanding of RS-232/422, TCP/IP, UDP/IP, NLB network protocols
  • Experience working with Raytheon Taclink modems and tactical radios (R/T 1523, AN/PRC 152(A), AN/PRC 117G, AN/PRC 155 )
  • Familiarity with both SINCGARS and IP waveforms (SRW, ANW/2)
  • Experience with Weapons Control Systems
  • Experience with AFATDS, Army Common Operating Environment (COE) or other PM MC systems
