Job Description

Volt is currently seeking a highly qualified Cyber Security Program Manager to join one of our clients in Vienna, VA. Our client offers exciting job opportunities as one of the world's largest aerospace companies and by being a leading manufacturer of commercial jetliners and defense, space and security systems.

Overview:

The security program manager works with the security teams and oversees the development of security systems as well as the security on all operational systems. Using a combination of management skills and security system knowledge, they coordinate their project managers running security projects through its progressive stages, with the goal of project completion within specified time and budget constraints. Additionally, this role is responsible for creating and supporting the project management governance processes within the security department and escalates status and issues for both Core and IDIQ projects to enable effective decision making and deliver business value for the security team.

Responsibilities:

  • Supports the intake projects through the governance process, inclusive of IT projects and broader initiatives to ensure security is properly included in all incoming work.
  • Responsible for the creation of security related project proposals (RFP) from receipt through pricing and submission. Includes the research and review of new products,
  • Manage and continuously improve the Security PMO governance.
  • Develops and delivers project management training to improve consistency and quality in project delivery. Act as a point of contact for anyone on the Contract to answer security and project related questions.
  • Build strong relationships with clients and internal departments to understand the business challenges and opportunities.
  • Ability to manage small to large sized projects - managing scope, schedule, resources, risks/issues, and cost.
  • Ability to manage and evaluate a team of project managers, system engineers, technical writers, and project specialists to deliver on time and within budget as well as manage scope, and formulate / organize / monitor inter-connected projects.
  • Create a collaborative partnership among executive leaders and portfolio stakeholders and enables resource demand planning, change management, and project pipeline planning decisions.
  • Support the creation of project management best practices, tools, and ways to drive efficiency in order to reduce costs and add value.
  • Coordinate cross-project activities across 20 project simultaneously.
  • Act as a point of escalation for risk and issues.
  • Prepare reports for program directors.
  • Manage resources and ensure budget for continuity of work.

  • Systems Development Life Cycle (SDLC)
  • Familiarity with an Agile development environment a plus
  • Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project), MS SharePoint
  • Experience writing RFPs for large projects

Required Qualifications:

  • Bachelor’s degree in Management Information Systems, business, or related fields
  • 5+ years in program management and managing mid-sized information technology projects through Agile and/or Waterfall
  • Fundamental project management skills within matrix environment and a solid foundation in business process management, tool design and optimization – excellent understanding of the core competencies: (scope, time, budget, risk, quality, integration, resource management, and communications)
  • Strong time management and multitasking skills as well as attention to detail
  • Experience working with multiple high priority tasks simultaneously
  • Comfortable documenting and defining system security requirements
  • Excellent oral and written communications skills, including writing comprehensive reports and white papers
  • Ability to learn and communicate IT, networking, and security concepts to personnel at all levels of experience and responsibility, including non-technical leaders
  • Senior level documentation and reporting skills
  • Experience as a government contractor

Nice-to-Have Qualifications:

  • Master’s degree or higher in Management Information Systems, business, or related fields
  • Experience with Splunk, Palo Alto, Check Point, Blue Coat, F5 and Brocade switches
  • Working knowledge of vulnerabilities and exploits
  • Experience with web application firewalls and proxies
  • VOIP phone System Management and Security
  • Understanding of the DHS Trusted Internet Connection (TIC)
  • Working knowledge of cloud technology
  • Understanding of FISMA and NIST standards
  • Experience in developing technical solutions and new security tools to help mitigate security vulnerabilities and automate repeatable tasks
  • Working knowledge of security architectures and devices

Clearance Requirement:

  • Ability to obtain a Public Trust Clearance (High)
