Job: HR Manager

Our client has a need for a HR Manager for their facility in Boise, Idaho. This is a direct hire position.

Location: Boise, Idaho

Job Summary:

Provide guidance and support in organizational development, human resources management, process improvement, problem solving techniques and strategic and operational planning. Provide support as needed to Chairman/CEO. Ensure an environment consistent with company Strategic Statements and Guiding Behaviors.

Key Job Responsibilities:

Human Resources                                                                      Time Allocation: 70%

Direct and lead company actions & decision-making for high quality, competitive and cost- effective benefit programs: Healthcare, Vision, Dental, HRA, FSA and 401k.  Implement annual updates, open enrollments and plan changes.

Guide and direct the Performance Management system:

  • Ensure consistent annual and biannual personal goal planning and review. “Performance” includes work-based and behavior-based attributes.
  • Coach leaders, managers and associates on addressing and resolving performance and behavior concerns. 
  • Support managers and associates in all issues and through progressive disciplinary actions, including termination, consistent with company policies and practices.

Facilitate training for company associates to increase company-wide skills, knowledge and practice, including company culture and strategic focus; policies and procedures; and legal/regulatory requirements. Develop external training resources to address training needs outside the scope of internal training capabilities, e.g. technology and other job skill-based training needs. Conduct training where competencies match. Develop career pathing process for associates and ensure implementation.

Maintain, communicate and train associates regarding the essential company HR-based policies and practices.  Ensure documentation of policies in the company personnel policy manual and keep them available on the OCI portal.

  • Ensure policy and practice compliance with state and federal workplace laws and regulations (WC, OSHA, FMLA, etc.)
  • Ensure up to date knowledge and compliance with workplace laws in all states where the company has associates living and/or working. 
  • Oversee and provide guidance for HR related recordkeeping and reporting.

Manage and support the recruiting process for all positions within the company. Ensure recruiting and hiring process is consistent with company and regulation expectations.

  • Ensure job descriptions are current and that they consistently and appropriately define the role and responsibilities of each position in the company.
  • Maintain personnel and benefit files, associate change-of-status forms and updates and associate recordkeeping.
  • Manage new associate onboarding/exit process (including background checks, new hire/termination check lists, orientation process).

Administer and ensure effective, cost-efficient HR programs.                                    

Lead and facilitate process improvement initiatives within the company to support cost efficiencies, process streamlining, and to resolve internal process conflict. Focus associates across the company toward cost containment decision-making.

Strategic and Organizational Development                             Time Allocation:  25%

Guide company leadership, cultural development, in strategic and organizational planning, practices and decision-making.

  • Ensure workplace consistency with company Strategic Statements:  Vision, Mission, Business Philosophy, Strategic Objectives; Guiding Behaviors; Include in onboarding/orientation process.  Provide the tools and training to support integration and consistent practice.
  • Facilitate the annual/quarterly strategic and operational planning and review process for the company’s departments and divisions. Work to ensure integration of Company Strategic Statements; Guiding Behaviors and the 5E’s and P and individual performance planning process, with the strategic process. Maintain minutes in central location.
  • Manage facilitation of Strategic Advisory Council (SAC) meetings and process of record keeping.

Supervisory Responsibility                                                         Time Allocation:  5%

  • Supervisor to Administrative Manager & Administrative Assistant/Receptionist.
  • Manage Receptionist backup coverage (e.g. lunch, breaks, absences).

Physical Demands:

The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Some filing is required. This would require the ability to lift files, open filing cabinets and bend or stand as necessary. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. Normal abilities for effective communication and hearing

Minimum Qualifications:

  • 5+ years business office environment supporting executive level required.
  • 2 years’ experience in supervision/management of staff.
  • Intermediate experience in MS Word, Excel and Outlook, Power Point, Publisher and network experience helpful.
  • Able to maintain high degree of confidentiality.
  • Ability to work independently and manage time; strong self initiative required, while functioning effectively as a quality team player within the department & the company.
  • Strong organizational skills and abilities to multi-task and prioritize are essential.
  • Strong accuracy skills and attention to detail.
  • Excellent communication and problem-solving skills required.
  • Flexibility in hours available to work. Available remotely after hours as needed.
  • Periodic use of personal vehicle may be required.
