Job Description

Volt is currently seeking a highly motivated, experienced Proxy Administrator for a Federal Civilian client located in Vienna, VA.  The individual will serve as a Symantec Blue Coat Subject Matter Expert (SME) and provide enterprise-level proxy design, support, and troubleshooting expertise in a fast-paced, dynamic environment. The Blue Coat SME supports the client, Security Operation Center (SOC), and the Cyber Security Incident Response Team (CSIRT) by providing technical guidance for Blue Coat rules, policies, configurations, and day-to-day operations. Position is both a day to day administrator as well as an architect / engineer for implementing changes within the system.

The candidate will be responsible for configuring, supporting, and documenting the Blue Coat ProxySG system and ongoing processes (SOPs). The individual will generate, determine impact of, and implement custom policies and/or policy exceptions in response to ongoing technology implementation activities on the program. The individual should have a solid working knowledge of network protocols and concepts, to include: IP routing/switching, network protocols with an emphasis on security concepts, and have experience with troubleshooting web applications and browsers. The candidate should also have a basic understanding of UNIX and Windows administration procedures.

In addition to Proxy administration, the individual will have the opportunity to work with other cutting-edge security technologies within the program. Additional support includes providing evidence and documentation to validate compliance to security controls (NIST 800-53 Rev 4) as well as remediating non-compliance and addressing system vulnerabilities in a timely manner.


  • Primary systems administrator for the Proxy; includes day to day operations, issue remediation, and support
  • Act as engineer for future system improvements and alterations
  • Proxy SME for integration of other technologies within the program
  • Support the troubleshooting of web connectivity problems to determine root cause
  • Perform Proxy solution component upgrades, testing and configuration
  • Stabilize and optimize proxy solution system performance, including rules and reports
  • Create and maintain system documentation including architecture documents, diagrams, and procedures


  • At least 4 years of networking and/or security engineering experience
  • In-depth working experience using Blue Coat VPM and CPL
  • Familiar with security solutions including, but not limited to, firewalls, intrusion detection systems (IDS), Data Loss Protection (DLP), and Security Incident Event Manager (SIEM)
  • Experience with packet capture and analysis (tcpdump/windump, Wireshark, etc.)
  • Ability to communicate IT, networking, and security concepts
  • Excellent oral and written communications skills, including writing comprehensive reports and white papers
  • Experience working with multiple high priority tasks simultaneously
  • Experience working on fast paced projects with tight deadlines


  • Bachelor’s Degree or higher
  • Blue Coat Certified Proxy Administrator (BCCPA)
  • Symantec Management Center, SSLV experience
  • Experience with vulnerability scanning, antivirus, & malware analysis
  • Working knowledge of SIEM technologies (Splunk, CyberArk, etc.)
  • Security Certification (CISSP, Security+, GSEC, etc.)
  • Networking Certification (CCNA, CCNP, etc.)
  • Working knowledge of FISMA NIST (800-53) controls and their application to systems
  • Proven experience evaluating and conducting analysis of alternative on vendors and products
  • Previous federal government contractor experience
