Job Description

VOLT seeks a seasoned Software Developer to support our major government client in the development is a Consolidated Mail Outpatient Pharmacy Cerner CDB Interface project. The CMOP is a network of seven (7) highly-automated production facilities which employ a mixture of robotic devices, conveyor systems, and human factors to accurately fill and ship nearly 117,000,000 prescriptions per year for healthcare beneficiaries including our nation’s Veterans and patients

The candidate will participate in a multi-disciplinary team dedicated to the writing a new CMOP and Cerner (Electronic Health Record) Interface solution with the data defined in VA provided HL7 specification. The Candidate will be required to support requirements, design and development to accomplish the following; Setup a REST service listener to receive HTTPS messages from Cerner, Setup a windows service to transmit to Cerner over https, Create a new set of transfer database tables to handle the different fields that Cerner utilizes, Enhance current VA CDB database to support new Cerner (HER) fields as well as track Cerner vs. VistA (HL7), Develop automated testing tools, Create a web application dashboard to allow monitoring as well as ability to start/stop communication.

Applicants selected must have ability to obtain and maintain a U.S. government security clearance


  • Develop https sending/receiving services between Cerner and CMOP Central Database (CDB)
  • Develop Dashboard web application
  • Write technical specifications and system design documentation
  • Develop solutions that integrate with existing VA architecture
  • Program using industry standard methods
  • Work in Agile team environment with analysts, developers, testers, production support staff, stakeholders, and external vendor partners.


  • BS degree in Computer Science or higher, and 8-12 years of relevant experience OR Masters with 6-10 years of relevant experience
  • Requires expert knowledge of and ability to apply advanced technical principles, theories, and concepts.
  • Collaborator, self-starter, strategic providing input to technical design to meet project objectives
  • Ability to work in fast paced environment and deliver results key milestones targets
  • 8+ years .NET development
  • 5+ years C#
  • 5+ Years SQL Server including some portion of those years in SQL Server 2012+ table and query design, troubleshooting and optimization
  • 5+ years ASP.NET MVC, CSS
  • 4+ years Bootstrap, JQuery
  • Experience developing within a Service Oriented Architecture (SOA)
  • Ability to define WebAPI or WCF service design
  • Experience with Visual studio 2015/2017, Team Foundation Server (TFS) 2015
  • Experience with automated unit testing and integration testing
