The VP of Technology Solutions is responsible for establishing the company’s technical vision and leading all aspects of the company’s proprietary technology development. This position will play an integral role in the company’s strategic direction, development, and future growth; and will work in partnership with the senior leadership team to develop innovative technology strategies designed to differentiate the firm from its competitors and attract new customers. This position ensures effective, efficient, and secure development and operation of all company-developed technology software and systems, processes, and client information.

  • Sets strategic direction for software development and technology solutions with the objective of achieving and maintaining a competitive advantage for the company’s service and technology offerings.
  • Ensure Agile Software Development Life Cycle methods are understood and followed as is appropriate.
  • Evaluates market and end-user requirements to set appropriate development objectives for the organization.
  • Controls all activities of the organization’s software development division.
  • Leads the planning and implementation of the enterprise information systems to support both distributed and centralized business operations.
  • Designs, develops and implements comprehensive, computer-based information systems to ensure users’ needs are met and data is processed according to company specifications and requirements. Users include both internal and external customers.
  • Defines user information requirements by conferring with users and analyzing functions.
  • Recommends and develops computer-based business solutions. Creates short and long-term business plans, includes development of 3-5-year roadmap.
  • Plans system applications and assigns staff to develop, test and complete programs.
  • Evaluates effectiveness of programs and offers solutions to enhance effectiveness.
  • Prepares and maintains technical specifications and related documentation to secure procedures and prevent system failure.
  • Negotiates with vendors on behalf of the company to ensure cost-effective purchasing decisions.
  • Improves existing software programs and develops new applications to meet future business needs.
  • Ensures software is maintained and data is secured through proper coding methods and staff training.
  • Manages budget and controls expenses effectively.
  • Hires, trains, develops and appraises staff effectively.
  • Takes corrective action as necessary on a timely basis and in accordance with company policy. Consults with Human Resources as appropriate.
  • Keeps up-to-date on information and technology affecting functional area(s) to increase innovation and ensure compliance.
  • Responsible for the division’s fiscal management. Manages the P&L and budgeting.
  • Promulgates coding conventions and documentation standards.
  • Reviews and approves proposed development releases and manages the release process.
  • Establishes and monitors a web analytics regime that measures site traffic and application usage relative to business and client goals.
  • Develops and maintains a Capacity Planning program, to ensure resources are never over utilized, users are impacted, and the time needed to add capacity is always within budget timeframes as well as included on 3-5-year roadmaps.
  • Identifies opportunities and risks for delivering the company’s services, including identification of competitive services, opportunities for innovation and assessment of marketplace obstacles and technical hurdles to the business success.
  • Provides employees and client users with top quality, consistently available service, support, training and maintenance of all technology systems.
  • Directs the activities necessary to keep the technology infrastructure running seamlessly, efficiently and effectively while ensuring compliance with established standards and policies.
  • Collaborates with the appropriate departments to assess and recommend technologies that support company organizational needs.
  • Creates, maintains and implements written policies and procedures regarding technology offerings.
  • Compiles and reviews records to determine productivity, quality of output and cost of technology services. Develops methods to continually improve results.
  • Maintains security of all proprietary and client data. Establishes a governance process that meets government, partner and company expectations for client information privacy.
  • Communicates the company’s technology strategy to investors, management, staff, partners, clients and stakeholders.
  • Establishes a process to integrate client service with the software engineering process to support resolution of client issues and improve application usability.
  • Maintain up-to-date knowledge of technology standards, industry trends, emerging technologies and software development best practices by attending relevant conferences and reading widely.
  • Maintains a favorable working relationship with all employees to promote a cooperative and harmonious working environment in order to facilitate positive employee morale, productivity and continued improvement.
  • Communicates clearly and directly with employees concerning performance expectations, productivity and accountability.
  • Meets with internal IT, VROW, GIS department heads and Land Data General Manager on a bi-weekly timeframe to set priorities for Enterprise and Project activities, and ensure resources are available and assigned. These same groups should all provide input to the 3-5-year roadmap.
  • Provide approvals to Change Management processes already established and enforce.
  • Assist with internal RFP process.

  • Strategic leadership skills - the ability to translate identified market opportunity into clearly communicated goals, objectives, and strategies to direct reports as well as supporting organizations.
  • The ability to create short and long-term business plans.
  • Cross-functional leadership skills to influence and gain support from other departments within the company and product line.
  • Cross-functional depth (Marketing, Apps, Design, etc.).
  • Vendor management.
  • Software license compliance and tracking


Bachelor’s degree (B.S.) from a four-year College or University and 10 or more years related experience; or equivalent combination of education and experience in the field of computer science. MBA a plus.
